2004 explorer will not start

A week ago I tried to start my 2004 4.0 explorer and the battery was dead, so today I finally decided to go buy a new one, I installed it and the lights, radio, gauges, everything else works. However it will not turn over. What might the issue be with this? Any help is greatly appreciated as I am living in the dorms at my assigned military base and have no access to garage tools or anything like that.
 






Well, do your lights dim when you try to start it? What sounds does it make? Does it sound like it is trying to crank over?

Possibly your alternator? That'd be my guess.

I am not aware of military base rules or regulations, but if possible, take your alternator and get it tested at an auto parts place. If not your alternator, than it could be other things.. starter solenoid, I've even heard of an electric fuel pump over pressuring and it caused the car to not start.
 






It will not turn over, doesn't even sound like it's waning to turn over. The lights don't dim or anything when I turn the key. Do you think it could be a relay blew when I was trying to jump start it prior to purchasing/installing new battery?
