2004 XLT Won't start

Newbie to site! Girlfriend's 2004 XLT will not start. Key turns on electronics okay. Battery measures 12V. Starter/solenoid assy tested good when taken in for evaluation. Not sure about about the SecuriLock anti-theft. The light isn't flashing. Removed the fuse to see what happened to the PATS circuit and the light flashed quickly. Replaced the fuse.

The one and only key for the vehicle is a PATS key. Any ideas?

If the red light blinks rapidly then there is a PATS violation. I believe the dealer is the only fix. The trick is to find what caused the Pats to kick the key. Have you had any power issues lately?
