2004 XLT Won't Start

My 2004 Ford Explorer XLT won't start. I have replaced the battery, starter, and starter solenoid. The starter relay and fuses appear OK. There is 12V on the solenoid, but when key is turned, solenoid sends no power to the starter motor. Any ideas? Thanks!
