2008 trailer brake wiring trouble.

I have a 2008 xlt that came with a factory 1.25 x 1.25 hitch. I upgraded the hitch with a bolt on after market one. I wanted to add trailer brakes, but quicly ran into problems. I did not have the pig tail that was supposed to come form the factory to hook the controler into the factory wireing. I went back to the dealer and he gave me one. I found the connector under the dash & when I went to confirm the pin out, there was no constant power. I looked in the power distribution box and there was no fues either, not only that there is only one side of the terminal that the fuse would conect to. Looking under the rear of the vehical, there is no blue wire ( output to trailer brakes) and no 12 v constant for batery charging. A few of my buddies have the same truck but a 07 model & it has complete wireing. Has any one ever heard of this before???
