4x4 not working

1991 Ford Explorer XLT
The '91 I bought doesn't seem to be engaging into 4x4. I push the button, sometimes it will come on and sometimes it won't. The low range never comes on. The person I bought the ex from said they replaced the 5 speed transmission. Could it be that they just didn't hook up the 4x4? Transfer case is there, so I am not sure what I need to check for.

I think PopRichie misunderstood you.

As for the 4WD, check the link he posted. There are ways of testing the electronic shift system. Often the culprit is the transfer case shift motor; a stop bushing inside it deteriorates and the motor goes a little too far, out of range, and the system gets confused as to the exact position of the motor so it does nothing.

I would start by removing the shift motor and turning the shift input shaft manually to check if the transfer case is functional. If so then take apart the shift motor and check for the deteriorated bushing.
