Mine is definitely up and down too and I've given up trying to modify my driving style to compensate. One thing that I do notice without doubt is that I get better mileage if I let the engine warm up instead of just getting in and going...even in the summer. And the hotter it is outside, the better the mileage. Maybe I should take off my cold air intake and put on a hot air intake.
