91-94 wiper cowl removal?

hey ya'll
the wiper cowl the peice up by the wipers on a 91-94 with the holes in it... how can i get under it?

i ask because i am wanting to install a few lights under it..

Never actually needed to get in there before, but my guess is you have to remove the fenders.

My 92 is in the paint shop right now. The shop broke the fluid spout while trying to take it out and the hose fell into the cowl. When looking for a way to get the cowl off, they found that it is welded in. I'm not sure about getting underneath it. Would have to take a look at it. Anyhow, hope to have the Ex back in a week with new paint!!
