93xplorerxlt4x4 1-2 shift hanging

new owner of a 93 xplorer tranny won't shift out of first gear unless I lift throttle & let rpms drop to 1500 or so. all other shifting seems to be ok the fluid is ok red no signs of burning/scorching. Replaced modulator(NIGHTMARE) problem still persists. I have driven this truck about 2000 mi. it gets 19-20 mpg hwy. have allready got it stuck once. that was fun. it just flipped 100k seems to be a good runner. this problem is on the top of my list it's very annoying. also when it's cold doesn't like to engage until 1500-2000 rpm but will shift into 2nd on its own.

According to other people's posts in this forum that had a similar problem, I would say that it's a sticking governor and/or spool in the valve body. Read some other posts that say sticking governor, or delayed shift when cold in this forum. The A4LD had a governor, but not the newer versions that were all electronic in the newer year models.
