94 Headlight Alignment

Ok, maybe im missing something obvious here...im trying to align my headlights because i found out my passenger one was pointing to outer space. The vertical alignment is the screw thats sticking up closest to the fender..right? I can't get the stupid thing to turn...granted im using needle nose pliers...but it aint turning. Am I missing something obvious here?

Just checked my haynes manual, and you're right. Might just have to try something else, maybe vice grips? I'd think if it's the headlights, and it's meant to stay, maybe they're supposed to be tough... Try moving it both ways though, maybe you can get it to loosen up going one way, and then you'll be able to go the other way.
