99 Sport 4.0 With Starting Problems

My explorer has had trouble starting whenever it is cold and has been sitting for a while. I will get to my car and turn the key and it turns over and doesn't start. It isn't my battery because it turns over but i'm not sure what might be causing this problem. I really don't want to have to take it to the dealer since that would be some $$ so if anyone has advice i'd appreciate it.undefined

Try pausing before you turn the key all the way to start. You should hear the fuel pump whine. Turn off, turn back to on - pausing for the whine to stop. Turn off, turn back to on, wait for whine to stop, then continue all the way to start. If it starts right up, the problem is probably your check valve in the FP letting fuel drain back into the tank.
 






I've removed by fuel pump assembly, and found out I have the check valve probelm. Is the check valve available separately?

The number off of the valve is XLSU-9D918-AA, above that number is PPS-GF40K.

My FLAPS isn't listing it. Dealer only or available only with the entire fuel pump assembly?
 






Further research and looking at the truck revealed something I should have figured out a long time ago.

Apparently all '99's are returnless including the OHV motors. So the FPR I bought is actually a "damper" (as Ford calls it anyway). The line I thought was the return is actually the supply (again I should have known since it is braided, no need for that on a low pressure line).

I believe the mechanical regulator in the tank as part of the pump assembly is also a check valve. I blew about 20PSI into the fuel pump assembly outlet and the FPR bleed line is bleeding air. It is simply attached to the pump and rest of the assembly with hose and hose clamps. The part numbers I listed above is for this piece.

Hopefully this part is available separately, as the FLAPS wants about $250 for a new fuel pump assembly.
 






It's integral with the pump I believe. Most just live with it, cycling the ignition on and off 2-3 times before going to start. Adds about 10 seconds to the startup time. Not good if you need to get away in a hurry tho.....
