when taking off from a stop sign, the truck doesnt shift into second until motor reaches 3500 rpm, every shift after that is fine. if i let off the gas it will shift into second but then when i get back on the gas to get up to speed it just drops right back down into first, this cant be good on the tranny. sometimes, not all the time, but around 55 the truck cant decide if it wants to stay in overdrive or drop down to drive. all of these problems are magnifyed when in the mountains. is it the modulator valve? can this be replaced without pulling the tranny? thanks for your help.

Pop out the transfer case and replace the governor thats right there on the tail shaft in the back of the trans.
