It's all relative to your problems. If your engine is being starved for fuel because the filter is clogged then yes it will run smoother. If your having an issue with a blown head gasket or electrical issues it's not going to help.

Maybe a little more explaination of your issues will determine whether it's the fuel filter. You can also take a pressure reading @ the fuel rail to narrow it to the filter or pump.

For the cheapest fix, check your throttle cable. There's a couple write-ups about stretched throttle cables on the forums. If this is your problem it can be fixed following the posted methods for a matter of cents.
Another thing you can check is your air filter. An obstructed air filter will rob air flow and power from your engine.

I change my fuel filters about once every 15-20k miles. If you can't remember the last time you changed your fuel filter you should go ahead and do it. It only takes a couple $ and maybe 1/2hr and it helps extend the life of your fuel pump. If you have a fuel pressure guage you can check your pressure at the fuel rail on a cold idle. It should show between 30-45psi for normal range.

Excali is right if you cant remember the last time the filter was changed then just do it it takes little time to do with the correct tools (the plastic fuel line quick disconnect tools are best) it shouldnt take you more than 45 mins, i did notice a change in performance the minute i changed it. good luck
