ABS and Code C1085

Just bought a 2002 Explorer 4WD Eddie Bauer. ABS light is on when running. Diagnostic code C1085 comes up on the computer and is defined as "ABS Safety Relay contact circuit short to ground." Can anyone suggest what I should look at specifically on this one? One mechanic I have been talking to is suggesting replacing both parts of the control module. A scary bill of about $2100 for the new parts alone.

Looking for someone who knows Explorers and this problem specifically to shed some light on the subject.
