ABS codes

Is there a way to pull the ABS codes on a 98 Explorer without having a scan tool?

Simply put.... No. Many codes are caused by communication errors from wheel speed sensors meaning that the brake module can't read the wheel speed. Check the speed sensor and the wiring connecting them to the abs system. If that doesn't do it then you need an ABS scan tool. ABS system diagnosis without the tool is very complicated and time consuming.
