ABS scan tool won't read the abs code

On a 98 explorer, the ABS light is on. When I push on the brake I hear the abs motor and I feel vibration on the brake pedal. I have a actron abs code reader. The abs scan tool won't read the abs code. I know the scan tool works, I tried it on my other ford and it reads. But for some reason I can't read the code on the 98 explorer. Maybe the abs computer is bad?
 






Now I notice the ABS light is not on, it comes on only if I push the brake pedal hard and I feel the vibration on the pedal and I hear the ABS motor. Any ideas?
 






I guess it is possible but I would look at the wiring going to the motor and computer first. Check the connections for signs of corrosion and burnt spots. Check for the usual on the wiring. The power wire for my ABS motor had corroded right through and caused the light on the dash to come on. So I know corrosion can be a PITA on these.
