AC Blower Fan intermittent comes on

2000 ford explorer the AC fan seems to turn on intermittently

tried swapping the starter relay and the fan blower relay (seems to be the same part number) while motor was running no change.

when it finally kick on it works fine

I did a bit of digging and it seems to be a fairly common problem, but it's not always the same problem!

Sometimes replacing the relay works, sometimes replacing the motor works...

One of the guys wired the motor direct to the battery to determine whether the problem was the motor, or the wiring. He found the problem to be in the wiring, but never did say if he found out where the problem was.
