In California, an exhaust noise level must be measured with a decibel meter. The test is to have microphone 20 inches from the exhaust pipe with the engine running at about 3000-5000 rpm. This test is often imprecise and difficult to do properly, especially on a roadside. I guarantee that most officers are not going to go through this ceremony for one ticket. Most don't even have a decibel meter in their car. They just write the ticket knowing that most kids won't go to court since they don't know the exact wording of the law.
Pretty much the same in Georgia. If you're over 80 decibels (stereo or exhaust) you can get a ticket for disturbing the peace. If you show up at court and point out the fact that Georgia police officers are not issued decibel meters and cannot prove that you're louder than 80 decibels, your ticket is dismissed
