dumping exhaust: illegal in NH?

I was wondering if anyone knows or knows where I could find out if it would be legal for me to dump my exhaust right at the muffler or at the rear axle? When I had my cat-back put on, the guys welds weren't that great. They are rusting pretty bad and the tip looks like hell. I was just wondering what my options are that won't get me in trouble at my yearly inspection.

I think you're required to have a tailpipe during inspection. It'll also make your exhaust louder dumping it.

The louder part doesn't bother me at all. Just trying to find out if it would get me in any trouble.
