all 4 power windows just went out/PLZ help and read!

Hey guys, ok here is the story i am small time wholesale auto dealer here in arizona....anyway i just bought a clean 1999 explorer XLT.....dropped it off at detail and what do you know......all 4 windows are now not working.....but i looked at an online diagram of the fuse box at it seems that if it was a wet fuse my power locks would not work as well......but they do??? did i read the right diagram??? any ideas on where to look before a take it to a repair shop??

just read the manual on where the power window fuse is, that same fuse according to the manual that also controls the power seat......the power seat is working....any idea's on that?

Also-I believe there is a power window relay near the gas pedal.

Its unlikely to be a fuse... but could be ... use a meter and truly check them. More likely the accessory delay relay.
