Another Idle Problem

Guys, this is my first post but I have read most all the previous posts regarding idle problems and am still puzzled over this situation. After 76,000 trouble-free miles, idle speed on my 94 Navajo dropped to 400 rpm, no fast idle at cold start, and engine speed does not change with load such as when A/C compressor kicks in. Replaced IAC with new OEM unit but no dice even after going through several PCM "learn" methods. Also replaced spark plugs, spark plug wires (OEM). Can't find any vacuum leaks, MPG has fallen only slightly. The intermittent surging is driving me crazy. I have not checked the fuel pressure but suspect bad FPR. Seems like one of you suggested to stick with the OEM (Ford) FPR even though the price is about double that of the AutoZone part.
What am I missing here. Bad PCM?
