Anti lock brake issue or not?

First time post,newbie. I recently acquired a 2000 XLT AWD. Along with the troublesome older vehicle rattles and quirks I may have an issue with the anti lock brakes. When I come to a stop sign or light the anti lock brakes keep me from stopping until I push the pedal harder. Dry pavement, the brakes work normally until I slow to approximately 5 mph, at that point the antilock brakes act like I'm on snow until I push the brake pedal harder. Is this normal? It's a bit unnerving not stopping where or when I want to. No check engine light/ABS lit. Thanks in advance.
 






In the power distribution box under the hood there's a fuse for the ABS system. Check your manual for the fuse number. Pull that fuse and see how the brakes feel. If it's gone it's an ABS issue, which I assume it is.
