Any idea where this pad goes?

I pulled the seats/center console/carpet from my 97 XLT 4dr last winter and am now putting it all back in. I know where everything goes except this pad and I'm not even 100% certain it came out of the explorer it could have been another project lol. Any know where this came from?

I'm not sure but my brain is telling me it goes on the bottom of the steering column

Solved this mystery today when I took apart another Explorer.
