Auto Climate Control Problem

I have a 95 Explorer that will not keep the automatic temperature correctly. The fan works on high or low manually. So does heat and air conditioning. When the unit is on the engine idles high/compressor? until it is turned off. If heat is turned on and the fan is turned off the unit will continue to put out low heat until it is turned off. The same goes for the air conditioning. I have lived with this for awhile. Once mechanic told me there was nothing I could do about it as it was a flaw in Explorer EACC units. The constants high idling when the unit is on when you are sitting at a light is annoying. Can anyone help tell me what needs to be fixed on this unit? Sincerely, Terri
 






Vacuum leak? And poss the rheostat ? Just a guess,
