Bad Alternator or could something else cause this?

2003 explorer Eddie Bauer
Battery light came on when driving.
Got it home and connected a scan tool that reads voltage.
Seeing 11.5 volts at idle, 17 volts when I press the accelerator.
I am assuming this is the regulator and the best best would be to replace the alternator and belt.
Am I missing anything?

17 volts is waaaay tooo much
I would remove alternator and bench test it, sounds like the internal voltage regulator took a crap
BUT there are also fusible links on the alternator charge wires and the power feed for the voltage regulator...so bench testing the alternator is the best idea will tell you if it is the alt or elsewhere
