my hinges were raplaced after they broke in half, there was no recal onthem but a service bulletin from ford they were replaced for free, cheap ass metel
Yes there is a safety recall on the 2002 and 2003 Explorers/Mountys liftgate. Ford does not generally perform work/repairs described in TSBs for free unless it is done under warranty.
For the early-build 2002s they replace the liftgate hinges and strut mounts. For the late-build 2002s and all 2003s they replace only the hinges. From the NHTSA website:

ON CERTAIN SPORT UTILITY VEHICLES, THE LIFTGATE GLASS STRUT MAY BECOME DISENGAGED OR THE HINGE MAY FRACTURE ALLOWING THE GLASS TO FALL AND POSSIBLY BREAK.

Remedy:
DEALERS WILL HAVE THE LIFTGATE GLASS STRUT BRACKETS AND GLASS HINGES REPLACED. FOR THE VEHICLES BUILT FROM AUGUST 1, 2000 THROUGH MARCH 3, 2002, THE DEALERS WILL REPLACE THE HINGES AND LIFTGATE STRUT BRACKET. ON VEHICLES BUILT FROM MARCH 3, 2002 THROUGH JUNE 23, 2003, THE DEALERS WILL ONLY REPLACE THE HINGES. THE RECALL BEGAN ON SEPTEMBER 30, 2004. A POSTCARD WAS SENT TO OWNERS ON DECEMBER 27, 2004, ADVISING THEM THAT PARTS ARE NOW AVAILABLE. OWNERS SHOULD CONTACT FORD AT 1-800-392-3673.

I had mine repaired about a year or so ago and it took all day as the local dealer sent it to their body shop to be done. The invoice states "Replaced both glass hinges as per FSA. Part #2L2Z-78420A68-AA. Kit - rear window."
I was at the dealer recently for an oil change. While I was waiting a guy drove in with a 2002 2-door Sport with the liftgate duct taped to the rear hatch. Both of his hinges had broken and the only thing that kept it from smacking him in the head was the struts had held on. I told him about the recall but didn't know if it covered the Sports. They have a much smaller liftgate but apparently used the same crappy hinges.
