Biggest Tires for 03 XLT

I am new to the site but have had an EXPLORER for decades.
I have just purchased an 03 XLT and of course there is hardly any ground clearance!
What are the biggest tires i can put on an 03 XLT using the stock 16" rims
and shocks with no modifications to the fenders or fender wells?
