Brake pedal actuator shaft squeak

My 2002 Explorer has a squeak when I push the brake pedal. This is not a metal to metal squeak, but metal to rubber one. I have already lubricated the actuator shaft that pushes into the master cylinder, ahead of the external rubber baffle, with silicone lube. You can see the rubber baffle that I am talking about when you look up under the dashboard.

There must be an inner rubber seal behind the external baffle that is causing this noise. The problem is I cannot get to it with out doing a lot of disassembly. What I thought I could do is poke a small hole in the rubber baffle, then stick the spray tube from the can of silicone lube in there. Hopefully that would allow the lube to gain access the shaft and seal and eliminate this annoying squeak. Does this sound like a viable solution?

Have any of you guys had this problem?

My 1999 Explorer has the same problem... my mechanic says there is a rubber piece out of position and you have to remove the master cylinder to correct it. He also said it is not a big job... that is if you know what you are doing. It does not seem to affect the brakes... it is just very annoying.
