brake peddle vibration

97 Explorer Sport has vibration in brake peddle at intermittent times. Have bleed complete system 3 times , do not believe it's air in lines but is irritating even tho it stops without problem. Only at stopping (low speed , such as at a stop sign).

new rotors,brakes , bearings, lowers,uppers feels like in braking system tho only happens once or maybe twice a month

Does it feel like ABS action? Could you have a bad or loose ABS sensor?
