A blown shock will give that sensation, too. When you brake the wheel will hop up and down skipping over the road. So it *feels* like the brakes are pulsing, but really the wheel hopping is what's causing the wheel+brakes to catch/release quickly.
Funny you should mention that. I haven't gotten the chance to test runout yet. I've been focusing on getting my Zephyr road-worthy, but I noticed that the Aviator has started leaking something by the RR wheel. Just took a look, and guess what? It's shock fluid! Shopping for new rear shocks now. I hope that's the only thing that's wrong. haha
