Just putting this on here incase someone has the same problem I had.
The brakes in my 97 xlt didn't work when I got it and since I bought it from an auction company they didn't tell me anything about it.
The peddle would go all the way to the floor before they would work(didn't feel like air inthe lines though). The vacuum lines and check valve on the booster looked old and worn so I replaced them. As soon as I did that the brakes worked with lots of pressure for about a minute. I pulled the vacuum line off while it was running and there was plenty of vacuum going to the booster. I looked online and in some books and all I found was maybe it was the master cylinder(never heard of one that would work normal sometimes then not at all a second later) but I couldn't think of anything else so I replaced it and that took care of it. I bench blead the new one before I installed it and they work great now(didn't even have to bleed them at the wheels).
