Correct procedure? Having trouble interpreting pulses/flashes? What are you using for code output (check engine light, voltmeter, test light, some other code reader)? Sounds like you might have ended the KEOR test too soon.
Let me try a simplified description/layout of the tests:

KOEO:
1) Hook up test equipment (jumper wire, output device) see manual for detailed setup.
2) Turn Key on. Relays will click as computer enters self-test mode.
3) You'll get a single flash/pulse for fast codes, ignore.
4) KOEO hard faults are output. On a '91, you should get two digit codes. Not going to try a detailed description of code output. To me, they seem pretty intuitive when you see them. See a manual if you want to see how they attempt to describe the voltage pulses.
5) Long pause, a separator pulse (fancier code readers may list this as a code 10) to separate the hard faults from the continuous memory codes.
6) Continuous memory codes are output. Continuous memory codes can be cleared by removing the jumper wire at any time during code output.
7) After last continuous memory code is output, computer enters "output" state test. Can be a useful mode for testing certain relays/solenoids

KOER test.
1) Hook up test equipment (same as for KOEO test).
2) Start engine.
3) Engine ID is output (should be three flashes on a 6 cylinder engine).
4) After engine ID is output, press brake pedal to activate the BOO switch.
5) Engine speeds up as KOER test is performed. This may take a couple of minutes. timing advance can be checked during this part of the test with a timing light. Timing should be base(10°) + 20° = 30°.
6) At conclusion of KOER test, as engine returns to idle, a single pulse/flash will be given to signal the dynamic response (aka "goose" test). Quickly press and release the accelerator (need at least 3/4 throttle).
7) KOER codes are output.

Does that help any?

yea but how do if i tell if i have a fast code ive been told it is the first code is there any lengt of the fast codes

The fast codes are always there. Whenever I've pulled the codes, they are so fast, they show up as a single voltage pulse/flash.
