Check engine light not coming on

96 ford explorer xlt
I have a 96 ford explorer xlt had to get emission test today failed because no check engine light ok I have no codes showing which I hope is a good thing, so thought might be the bulb took dash apart put in new bulbs but still no check engine light moved bulb to another port just to make sure there ok yep they lit up put back still no check engine light all other lights next to it come on hook back up diagnostic tool still no codes just like state testing they came up with no codes also but will not pass till the check engine comes on then goes off and i have no idea what to do read repair book all trouble shooting but nothing for this type of problem anyone have any ideas Thanks

PCM grounds path

According to my 1996 wiring diagram the CEL (MIL) is controlled by the pink/light green wire that comes from pin 2 of the PCM. The PCM grounds the pink/light green wire to illuminate the bulb. I suggest that you make sure the PCM connector is on snug but don't overtighten. Power to the bulb comes from Fuse 11 (7.5 amps) in the Interior Fuse Panel. Fuse 11 also powers the engine oil pressure gauge and the fuel gauge so if they work the fuse and electrical path should be good. I suggest that you backprobe pin 2 and check for voltage when the ignition key is switched from Off to Run. You should have battery voltage with the key at Off and almost no voltage when the key switches to Run. If you have battery voltage in Run then disconnect one terminal to the battery, remove the PCM connector and check to see if Pin 2 is pushed back into the connector so it doesn't make contact with the PCM when the connector is installed.
