Check Engine Light not working at all

Hi,
New to this forum, I'm sure someone out there can help.

Just tried to get my 1994 Explorer Limited smogged and it failed, because the check engine light won't illuminate on starting, or at all. My question is, how can you replace the check engine light bulb if it is blown? Or is it a fuse issue??? The smog station wants over $100 just to see if it's a blown bulb!!
