Cigarette lighter doesn't work

In my 96 of course; big surprise lol. It's getting annoying so I was thinking of trying to fix it. My one on the side of my center console works but the one on the dash by the radio doesn't. I'm getting tired of reaching across my truck to plug in my phone charger. The thing is plugged in in the back but it doesn't charge. Honestly I should have checked for power but like an idiot I didn't even think to because when I had it apart I was working on something else. Anyone ever had one go bad or know how to check it without taking the radio trim off?

The few times I have found the lighter socket not to work it's usually after a radio install and the ground wasn't plugged back in. There is a fuse to check too but there's no reason for it to blow if you haven't used before you found out it wasn't working. Just pop the 2 7mm screws out and slide it forward an inch or 2, you can see if the wires are connected.

There's 1 I think it was blue wire connected to it. Are there supposed to be 2 wires on it?
 






It's mounted in the plastic radio bezel yes? Then it can't ground to chassis, has to have a (2nd) ground wire unless I'm forgetting something...
 






There is a blue wire with a barrel connector that powers the center stud. Then there is a black wire with a blade connector that grounds it.
 






Ok thanks guys, I'll have to double check this. For some reason I only remember there being 1 blue wire hooked up. I guess I kind of feel stupid I probably should have realized this on my own lol.
