my orignal clear coat (96) is peeling on the hood. can I wet sand it and just keep a coat of wax on it?

Hmmm, you would have to take it off, or at least feather the edges and respray it- take it to a body shop and get them to do it, its not easy if you have not done body work- as it is a thin layer and the paint is directly below and also a thin layer.

If it's only the hood, I'd suggest removing it, sanding and and re-painting it with base and clear. Once it starts peeling it will continue. Look at the roof, I suspect it will be happening there too, if not now, soon.

Clearcoat will do that with age, especially in sunny climates, the hood is the first to go because of the additional heat from below.
