Clearance height for stock Explorers-?

I read somewheres that that the stock ride height (clearance height) for 1997-2001 Explorers is 6.7 inches. So...

1) Where is this height measured from?
2) If I have the 16" vs 15" rims, does that mean I ride an inch higher?

Ground clearance is typically measured from the lowest point. On the Explorer, it is the bottom of the rear differential. A larger wheel doesn't gain anything, unless the TIRE overall height is taller.
A taller that is 2" taller than stock yields 1" extra clearance under the differentail.
