Look for a frayed belt, a belt not completely on the pulley, or something stuck to a pulley. Does the clicking get faster when you rev the engine? Or does it go away?

Clicking seems like an odd noise for the tensioner to make. If you're sure that is the noise source then I suspect it's defective.

the clicking goes away when engine is tached up,the belt is new,and riding true on all pulleys

i hope its just a defective tensioner, thinking of going with factory unit instead of aftermarket

Remove the belt and turn the tensioner by hand.. See if it clicks or if you can feel resistance in on part of the movement.

If it's under warranty and no expensive return shipping, I'd try another of the same.
