Combining an 03 EB with a 99 XLT?

So I have an 03 EB package Explorer which I cannot get a title for and a 1999 XLT Exlorer that is falling apart which I bout for the engine and tranny to go in my 03 Ranger. However, I live in MA and the inspection laws just won't allow me to do it; legally! The frame is ok on it. I am thinking about putting the 03 Explorer body on the 99 frame and rebuilding the 5.0 in it. Would that work or are the frames different from 1999 and 2003? I was also considering swapping my Ranger body onto the 1999 frame. I know there are some mods to be done so it will fit but it can be done. This way it would be registered as a 1999 Explorer but just have the Ranger body. The said I could do that. If I can combine the two Explorers, that's the route I would like to take. I can build the 4.0 in the Ranger to put out more HP than the stock 5.0 with just a set of Stage 2+ heads, headers and a new tune. So, will the 03 fit on the 99 with little to no modification?
 






Now I certainly do not have a definitive answer on this...

But the 3rd Gens wheel base is 2in longer than that of the second gen so im thinking that may translate into a difference in the frame and the body mounts may not match up? Just a thought.
 






The frame of the third gen is longer and wider then the second and first gen Explorers. You'd be better off parting out the 99 Explorer and the 03 Ranger and going to a junkyard for a new 03 Explorer frame. That's assuming that 03 Explorer is in good running condition. I'm also not sure about Massachusetts title laws. Do you have to have a title for just the frame or the vin on the engine as well? Here in Florida they kind of go hand-in-hand.
