Here goes -
Street Glow original made a thing called a Lighting Neon. This is the same thing as your "cracked ice neon light" i am assuming. What this old style lighting tube was, was that it consisted of crushed glass. It was sound activated, so it went to the beat of the bass.
Then SG discontinued the old style, and made a new style, which consisted of glass beads.
It is not sound activated anymore, but with the old crushed style lighting tube, the "lighting" only took one path over and over again.
With the new glass beads, the lighting took a new path every time. Only its not sound activated as said, but you can control how fast the ligthing goes.
These tubes are mainly for looks, for the fact they give off very little light.
