Cruise control and radio buttons erratically, horn works

2003 Explorer V8 4x4
2003 explorer Limited 4x4 with V8 170,000 miles. I have replaced the cruise buttons a few years ago. I just recently change the cruise control brake switch. My cruise sometimes works and most of the time does not work. I had the cruise on and I tried to push the "off" button and it would not shut the cruise off. I'm getting code P1565 "speed control command switch out of range High". And now my radio buttons on the right side of the steering wheel acts funny. Try to lower volume and it gets louder. But most of the time it does work properly. Horn does work. Trying to research this it seems most people have no horn and no cruise. Do I still have a clock spring problem and is there a way to test it? Really do not want to spend $170 and not be the problem. thanks for the great forum!
 






P1565 "speed control command switch out of range High" - means that the resistance is high due to the switch failing or a broken clockspring. A high resistance means that there's no continuity in the circuit. If you are confident that the switch is ok then it's a clockspring issue since your radio buttons are acting funny too.

I'm still new with the scanner. High resistance = no continuity. Make sense. My wife drove the car out of town and she was never able to get the cruise to work. How could I test the clockspring?
