does it need a ground?

my 91 ex won't crank with the key. i am thinking it is the relay on the passenger side fender well. does it need to be grounded? it wasn't before and i can jump it between the big posts and it cranks right over, just not with the key.

Get a jumper cable and run it from the neg terminal to the frame/engine and see what happens. The relay would be another good place to check

According to the books, it grounds by virtue of it's mounting, so yes, it needs to firmly attached, and that fender needs to get a good grounding.
