I have been thinking of trying to getting my a/c to work in my truck and I noticed the a/c line going to the evaporator that goes over the engine that is rubber has a soft spot from being bent while the rest of it is stiff. Does this need to be replaced?

Might be a good idea. If you do get it working and it leaks out. you just have to fill(charge) it again. Not sure how much hose is? If your going to take it to a shop. You could ask them.

The line cost about $119 I think, that's why I was wondering if I needed it replaced or not.

Ouch! I would check compressor and other parts of the system see if its worth it. I have a 93 and its toasted.

i would just pressure test it for leaks, use a soap solution and double check the joints and the entire hose in question. thats what i used to do with semi a/c systems when i worked at thermo king. we were using nitrogen at 150 psi in the system i think it was.
