Does the o2 chip that looks like a AA battery help or hurt mpg and hp?

I was wondering if the o2 sensor chip actually works, has anyone tried it?
My truck is a 1998 mountaineer with 5.0 engine, the product I bought has yet to be installed, its the GTE stage 2 performance chip at performancechiptuning.com...

yeah everything I saw on that site was crap, the spark plugs were probably ok, but way overpriced. If you want a tuner go to hensperformance.com he's a vendor here on the site and tunes a lot of explorers. You won't be disappointed.
