eatc swap, no compressor engagment

I just did an Eatc swap last week. Had a problem with the blower speed controller . I fixed this last night. From day 1 my compressor has not been engaging. I tested for power behind the Eatc and through all the cutouts. And I have good pressure. The ac worked before the swap. Compressor is in good shap so what gives?

fuses are all good. the relay was clicking on and off on and off. put in another i had laying around, same thing, another, same thing. if i jumper out the center of the plug and the one closest to the fender the clutch engages and i have ice cold air (aaaahhhhhh). i don't know what to do with this thing. other than jumper out the plug and put a switch in place. when the ac unit is off the compressor continues to run. i hate to rig this cause well, i just don't want to do it.
