I need help please. This morning I was driving along when my explorer's engine just quit. No warning. Then it wouldn't start, it just keeps turning over. Well I tried running the self test and it wouldn't do anything. So after investigating I found the EEC fuse was blown. So I replaced it and tried to run a self test again, but as soon as I turn on the ignition the fuse blows. I know this is connected to many different sensors. Could someone who's had this problem give me at least a rough idea where to start looking for the problem. Right now I have no idea where to even begin looking. My explorer is a 94 sport with a 4.0 engine.
I need help ASAP as I'm without a vehicle until I can get this resolved. Thanks in advance for any help.

I don't have an easy answer.
I'd start with a wiring diagram. You are correct, that fuse feeds the EEC relay directly, which feeds many different components in the EEC-IV system (fuel injectors, transmission solenoids, and so on and so forth). Start with a wiring diagram so you can see what you are looking at.
From there it's going to be the tedious task of sorting through the circuitry until you find the short.
I'm not an expert on troubleshooting such electrical problems. If you had a good supply of fuses, I'd say unplug each of the components the red wire feeds and see if the fuse blows. When you find the component/circuit that blows the fuse, you can focus on that circuit.
Another possiblity might be to unplug everything that red wire feeds (including the PCM connector) and probe the red wire to see if there is a short to ground. Then check each component until you find the short to ground. Note that you don't want to inadvertently measure the resistance of the PCM, because that can damage it.
Good luck.

i have a 94 to and im haveing the same problem replaced the computer and it ran fine for 1 day know the fuel pump runs all the time and truck will not start ordered a new computer but i am scrared to put it in only i have no blown fuses.

Just wanted to give everybody an update. I finally got my vehicle running this morning. The problem was that there were some sensor wires running pretty close to the EGR tubes and the positive wire melted itself to the tube and shorted out. I simply repositioned the wire, taped up the melted part with electrical tape and put in a new EEC fuse.
Thanks to everyone who posted a suggestion to help me find the problem.
