EEC IV 214 c fault code

Hi
My 95 explore has a 214 c fault code - Cylinder identification circuit failure- I am assuming I need to check spark plugs, plug wires and ignition coil is that correct? Anything else I should look at the could possibly be causing this fault?

I have seen camshaft sensors cause that. I wonder if a crank sensor could? (just thinking out loud) What the code seems to be saying is the ECM failed to recognize #1 cylinder when it was supposed to. I suspect it's the cam sensor (distributor appearing device).
