Electrical problem with a 99 Explorer.

can somebody help me out? i have an electrical problem. every so often the power windows quit working and the 4 wheel drive light on the dash starts flashing at the same time. the 4 wheel drive light flashes 6 times and stops then flashes 6 times then stops etc. this will do this for a while then the light quits flashing and the windows start working again. i've checked all the fuses and relays and everything seems find there. i'm thinking maybe the power wire that controls both of these has a short in it. what do you think?
