Excessive wheel weights?

Long story short, I got new tires on my explorer. I get them back and some have two hammer on wheel weights totaling 2.5 ounces and some totaling 3.25 ounces. Some have three wheel weights and one wheel even has four separate wheel weights. They all are on the outside of the rim but grouped in two separate spots on the rim like one on the left side of the rim and one or multiple weights on the top of the rim when looking at it. I hope that makes sense.
Is that normal? All my other vehicles only had one wheel weight on each tire and they weren't that big. The dealership, one of the largest in my area says its normal in order to make it balance. Odd that all their used vehicles on the lot have one hammer on weight per wheel.

I know on bigger ties it can be helpful to unmount the tire and spin it 180 then try again.our it could be a small bend in the rim.as long as it balanced out ok I wouldn't worry about it.
 






Just odd that my old tires that wore out were the same make, model and size P245/65/R17 and I had no issues with them. They also only had one wheel weight per tire not exceeding 2 ounces each if I remember correctly.
 






Crappy tire shop? someone who doesn't know how to use the machine? Machine broken or only set up to put weights on one side? When I used to work in the shop, if it went over 1 weight we would break the bead and give the tire a spin and remount it. I also would hear legends in the shop of old employees who could balance a tire just by turning it on the rim, but I never saw it once. It was a weekend job while I was going to school to become an electronics tech, and we weren't working with the sharpest crayons in the box.
 






I agree with kyled on unmounts and rotate the tire by 180 degree. I install tires in the repair shop I help out and once in a while I come across with the tire asked for more than 2 oz on the weight (the largest I came across is 5.25 oz!). Usually I just remount and spin the tires by 180 and the weight requirement comes down dramatically. Beside the possible dented wheel as kyled mentioned, I believe the manufacturing quality of the tire play a factor. Nevertheless, as long as the tired is balanced and you don’t feel the vibration from the unbalance tire, you should be fine.
