EXP wont start

LOL installed new radiator kinda hesititated but fired up. Then 2 days later she fights me to start. Now it wont start the engine turns. But acts like it's not getting fuel. I have purchased a new fuel filter. Is it located by the gas tank under the plate protecting the gas tank?

On mine, the filter is in the driver's frame rail kind of under the driver's feet.

Whenever I suspect the engine isn't getting fuel, I put a fuel pressure gauge on it to see if it is indeed getting fuel or not.
