Ive heard that the plastic bumpers covers on the newer 2nd gen explorers can fit over the older steel bumpers, like i have on my 97 sport? is that true?

If you are talking about the 99 and up front bumper w/ the round fog light holes, it wont fit over the top of your bumper, but it will fit.

The bolt holes line up perfectly and there is only 4 bolts holding it on. You can do the swap w/ a ratchet and an hour on your back in your driveway.

I did the swap on my 96 to a 99 bumper and it looks a heck of a lot nicer
